La Marque City Council Members were provided a copy of a demand for an investigation into CM Joseph Lowry concerning his history of harassment, official misconduct, and his possible illegal occupancy of his seat on Council. If you have kept up with Lowry’s many escapades you’re probably wondering why action has not been taken already. Maybe this demand will result in a serious investigation and finally clear the air. Here is the demand in a nutshell:
- Action is requested in 5 days
- Investigate whether Lowry is legally on Council, remove if he is not
- Investigate his numerous acts of harassment
- Investigate his harassment at citizens work place
- Investigate official misconduct
- Investigate stalking allegations
- Investigate civil rights violations

IMMEDIATE LEGAL DEMAND:
Action Required Regarding Councilman Joseph Lowry’s Illegal Occupancy, Harassment, and Official Misconduct – 5-Day Deadline
Dear, Mayor, Council, City Manager, City Attorney, District Attorney, and Chief of Police
This serves as a Formal Legal Notice that as a concerned citizen of La Marque I demand immediate, decisive action regarding the continued presence and misconduct of Councilman Joseph Lowry.
Our community has conclusive evidence and documented testimony that requires your immediate legal and administrative intervention.
I. THE LEGAL BASIS FOR IMMEDIATE REMOVAL (5-DAY DEADLINE)
The citizens s well as I have verified information that Councilman Joseph Lowry is ineligible to hold public office due to a final felony conviction, a direct violation of the Texas Election Code \S 141.001(a)(4).
His continued service constitutes an ongoing fraud upon the City and a violation of state law.
DEMAND 1 (To the City Attorney & District Attorney):
I formally demand that the City Attorney and/or the District Attorney immediately prepare and file a request for a Writ of Quo Warranto proceeding, as authorized by the Texas Civil Practice and Remedies Code, Chapter 66, \S 66.001, to judicially determine and enforce Councilman Lowry’s removal from office.
II. DOCUMENTED MISCONDUCT, HARASSMENT, AND CIVIL LIABILITY
The citizens and i have all compiled an extensive log of incidents demonstrating a pattern of egregious official misconduct, including:
• Harassment and Stalking: Utilizing his position to engage in physical following, sending strange, unsolicited packages, and making anonymous harassing calls to citizens’ private residences (Texas Penal Code \S 42.07 and \S 42.072).
• Economic Interference: Maliciously and anonymously contacting citizens’ places of employment, resulting in job suspensions, firings, and loss of livelihood.
• Civil Rights Violations: Using discriminatory and defamatory language against Black citizens, referring to them as “thugs and gangsters,” demonstrating a violation of public trust and creating a hostile environment.
DEMAND 2 (To the Mayor, City Manager, & Chief of Police):
I formally demand that the Mayor, City Manager, and Chief of Police immediately launch a comprehensive investigation into the documented criminal and ethical complaints, including the misuse of office to interfere with employment, and provide full cooperation with victims pursuing charges of stalking and harassment and all other charges as well.
III. THE DEADLINE FOR ACTION
We are committed to peace, discipline, and structure, and we expect the City to uphold the law.
You are hereby given five (5) calendar days from the date of this notice (October 28, 2025) to provide a written response and a concrete plan of action outlining how your respective offices will comply with these demands.
Failure to act by Monday, November 3, 2025 will be interpreted by the community and my legal counsel as a deliberate decision of complicity and calculated indifference, leaving me no recourse but to immediately proceed with the filing of a broad-based Civil Lawsuit against Councilman Lowry and the City of La Marque.
I expect and demand accountability. Now and not later
