Galveston County’s $43,000 Lawsuit Against Joseph Lowry: An Update

August 22, 2025

Galveston County had dropped their lawsuit against La Marque City Council Member Joseph Lowry. Sort of.

According to documents posted on the County’s website the suit against Joseph Lowry for over $43,000 in back taxes has been “non-suited” without prejudice meaning it has been dropped but could be refiled. (I secretly obtained a law degree from Facebook U to enhance my Undercover Investigative Reporter degree, also from FU) According to Channel 13 Eyewitness News:

Six Brother Concrete Pumping, owned by Joseph Lowry, was sued in early April by Galveston County, Galveston County Drainage District #2, Texas City Independent School District, and College of the Mainland. They say they’re owed $43,868.48 in back taxes from 2022 and 2023.

The suit #24-TX-0303 filed in the 10th Judicial District of Galveston County has now been listed as “Inactive” but I think it might have been dropped in order to add more delinquent taxes to the amount owe. According to the Galveston County Tax Office he is delinquent on his 2024 taxes for $10,033.65 which includes over $1308 in penalties. So maybe the suit will be refiled to include this delinquency for a grand total of 53,902.13. Or maybe he really doesn’t owe any taxes as he claims.

According to the Editor of the Galveston Daily News, Lowry has the money to pay the taxes and he should. You can browse the documents at the County Tax Office Account Number:  737826 and the County Court Records Case #24-TX-0303.

La Marque Clerk Invalidates Recall Petition of Joseph Lowry

August 22, 2025

There are at least 20 (not 10) good reasons to recall La Marque City Council Member Joseph Lowry. You can read them here.

Unfortunately due to a clerical error that recall will not happen. In their first attempt at a recall petitioners fell short by just 7 signatures to put the recall on the ballot. Immediately afterward they refiled and provided over 200 signatures to the city clerk. Yesterday the county dismissed the petition because the forms used for signatures did not contained required information.

The forms used for signatures was provided by the City of La Marque. The Galveston County Daily News has a detailed article, if you have access to it. The petitioners have now asked the City to investigate how this was allowed to happen without any consequences to the City Clerk. According to the complaint:

I’d like to file an official complaint against the city clerk. I have filed for recall for Joseph Lowry and collected signatures twice. The first one came up a few short, okay, I’ll do it again because it matters to me. I turned in 218 signatures for recall on Friday. The petition forms provided by the city clerk did not meet state requirements to be a valid petition. They are missing columns. None contained the VUID or date signed column. 4/12 did not contain the required Date of Birth column. None of the first round of petitions contained the date of birth column either.

Collecting signatures for a recall is a lot of work. It requires a lot of walking in the hot sun and time from your family especially if you are not using a paid service like they did in Texas City. It is tough work. For a city clerk to make a mistake like providing the wrong forms is unprofessional and could be illegal especially since the Texas Attorney General has a stick up his butt about election integrity.

The petitioners have a point:

This is incompetence, a disregard for professionalism, an unacceptable attitude, and one more example of employees lacking accountability.

Vacation Review: The Pacific Northwest

August 21, 2025
Crystal Mountain Ski Resort. Great view of Mount Ranier.

Visiting other states makes me wonder what the hell I am doing here.

We visited a number of national parks in the area, Cascades, Olympic, Mount Ranier, and Crater Lake. We also visited the cities of Seattle and Portland. Pictures are below. Here are some interesting notes.

VRBO Ghost.
OMG. We had 3 couples, 4 bedrooms VRBO house. Every single one of us experienced a double KNOCK KNOCK on our bedroom door and nobody was there. On the last day I was in the kitchen and my door slammed hard enough for people to come out of their rooms wondering who the hell slammed the door! That was very strange!!! When the knock happened to me I said “Come in!” then immediately realized what was happening. There was no one there. Yeow!

Seattle Underground Tour
We went on this tour 30 years ago and it is still great! Interesting history of Seattle. If you are in the area take 90 minutes to learn about Seattle and why there is an underground. It is a very interesting tour and very affordable.

Seattle Needle
Of course we made the trip up the Needle. It was a clear day and we had some beautiful views! We were told the chowder at Ivar’s was the absolute best in the world. They were right! A bit expensive but the chowder was really good!

Whale Watching
We booked a whale watching tour and saw a couple of Orcas. The boat ride was just beautiful. Sunny day. Cool. Just perfect. We took a ferry to Bainbridge. That was interesting because there were two military ships being paraded through the area by tugboats spouting water. The sailors were all lined up on the ships.

Portland
My main reason to go to Portland was to visit my good friends son who manages a comedy show venue. My friend and I have known each other for over 50 years. We surprised the hell out of him and watched a real good comedy show. The venue hosts some top entertainers including James Austin Johnson who plays trump on SNL. If in Portland go see a show and ask for James! Portland Helium Comedy Club.

Status of the Parks
The only thing I can say I noticed was the maintenance of the bathrooms. Many were not working. Many were not clean to the point people walked into the woods instead of using the facilities. Other than that I didn’t see any impact to the cuts in funding.

And here are some of my best pics:

Report: Texas Insurance Commissioner  Addresses Clear Lake

August 21, 2025

NOTE: I have arranged a meeting with the TDI staff to address the rising cost of insurance in our area. I will update later.

Her Speech
To say the speech by the Texas Insurance Commissioner Cassie Brown’s was disappointing would be a gross understatement.

After telling the business community how wonderful the TDI is protecting the consumer from the rising cost of insurance and explaining why rates are so high, she left the stage, took no questions, and quickly left the building. Many in the crowd were not  happy especially those at my table.

I was able to speak with her briefly as well as two other attendees. A realtor told her about the impact to realtors in the area and her personal 40% increase, she basically asked her Why? Brown’s response was simply “I just told you why in my speech”. My question to her was about the price gouging by roofers after a hail storm or hurricane. Her response was short “We have no control over that.”. She then ignored my plea for the TDI to at least address the issue.

Reasons for high premiums.
Iv’e heard the same excuses from the insurance industry. Inflation, rise in home values, and “severity and frequency of storms” (climate change). I have said it before. The entire industry, the lobbyists, and many elected officials will NEVER say “Climate change” it is always “severity and frequency of storms”. She used the exact phrase of the industry.

Actions being taken to reduce the risk
She did not address anything the TDI was doing to reduce damage to homes such as better requirements on roofing materials, stopping price gouging, or anything positive.

My opinion
I do not believe the Commissioner is concerned about our situation. She seems to be representing the industry and the industry only. She showed no interest in our situation, no empathy, no concern. She never addressed the extreme rate increase we were experiencing. It was as if she really didn’t care. Disappointing to say the least especially when talking to the business community.

TDI Commissioner Coming to Clear Lake

Texas Insurance Commissioner to Address Clear Lake Businesses

Commissioner Cassie Brown

The Commissioner of the Texas Department of Insurance, Cassie Brown, will be addressing the business community at a meeting sponsored by the Bay Area Houston Economic Partnership. I will be attending and will report. I am very interested in this meeting and appreciate BAHEP’s effort. Needless to say homeowners are not the only people affected by the rising cost of insurance. Business owners, realtors, home buyers and sellers, and our school districts are all affected.

I asked her staff if she could squeeze in a visit with people in the community but she is unavailable. I am trying to set up a meeting with her staff in Austin.

La Marque City Council Member Joseph Lowry gets Depants on Video

August 19, 2025

Joseph Lowry got his big ass whooped on live stream.

Yesterday the City of La Marque Council was debating on whether to put a bond up for a vote by the citizen concerning the building of the new police department building. It was a very long meeting lasting over 4 hours. In the end a vote was taken but it wasn’t concerning putting anything on the ballot. They did vote on the tax rate for 2025-2026. But there were a couple of moments you might be interested in. I took one for the team and found these nuggets of ass whooping.

04:57:38. Lowry pats himself on the back for his successful effort to roll back taxes which eventually delayed the construction of the police department. He claims there were bribes being taken for permits. He talks about a “forensic audit” that has not been performed. You can hear a UGH from someone on the Council.

04:49:42 Mayor Bell lays into Lowry concerning his baseless allegations of corruption. No one is talking about corruption, not the police, not the DA, not the Sheriff, not the citizens. The only one is you Mr. Lowry. [not the exact words] Bell tells Lowry that a forensic audit requires focus, a starting point, which Lowry has failed to provide. LOL.

05:05:30 Lowry continues with his baseless allegations of corruption. Bell tells Lowry to stop the lies of corruption. Lowry makes a stupid threat of “be careful” as if he is going to do something, and he did later. Bell continues to ask Lowry to bring a positive attitude instead of his baseless claims in order to move the issue forward. Later Lowry posted some kind of audio that he claims proves his allegations of corruption.

06:06:57 Bell continues his beat down of Lowry for his baseless allegation. It’s been a year and a half since he has been on the board and all he has done is make allegations with no proof.

What a shit show. The video has been posted.

A Rare Opportunity to See Congressman Brian Babin in Person

August 18, 2025

The event is not in the district but it is close.

Congressman Brian Babin will finally make a public appearance on August 27 at Rice University to discuss the massive cuts to NASA, science, and research. Ever since being elected to Congress, ten years ago, Babin has never addressed his constituents in person. Instead he has “teleconferences” where he defends everything trump is doing and then takes pre-screened questions from his supporters. Questions like “Trump is like Jesus.” which isn’t even a question but whatever. Like his telecoms he will probably not take questions.

So, if you would like to attend, it is free. August 27 3:00 PM. Rice University. Be there. It will be wild. Personally I hope they boo the living shit out of rotten ass. Click here for tickets.

BAHEP’s Bob Mitchell to Challenge Scott Bowen for State Representative in HD 129

August 15, 2025

Well color me late to the game.

Bob Mitchell, the former President of the Bay Area Houston Economic Partnership has filed to run against former CCISD Trustee Scott Bowen for State Representative. Bob is a conservative candidate running on the right issues. (Check out his website at https://www.bobmitchell4tx.com) He has experience. He has the political skills. He has political connections and is already supported by local conservative leaders, including Pearland Mayor Kevin Cole, Friendswood Mayor Mike Foreman, Seabrook Mayor Jim Sweeney, former Seabrook Mayor Thom Kolupski, Taylor Lake Village Mayor Jon Keeney, former Morgans Point Mayor Michel Bechtel, and former Houston Mayor Pro-Tem Dave Martin. That is an impressive list.

As a Democrat I would probably support a qualified Democrat if one chooses to be on the ballot but this district is so gerrymandered that a Democrat could knock on 25,000 doors, make over 20,000 phone calls, and raise over $400,000 and still lose by 15+ points. (I should know, I worked on that campaign) It would be a very tough race to win but the republican primary is different.

This primary will pit a conservative against a MAGAt. Mitchell vs Bowen. It could be one district where the Conservatives have a chance to take back their once great party or the MAGAts continue with their version of conservatives who brush off racism, out of control spending, screwing public education, and siding with insurance companies over the businesses and citizens in the Bay Area. Conservatives threw Bowen off the CCISD School Board. Maybe they will keep him out of the House.

Can Conservatives take back their party in House District 129? I hope so.

Will a Conservative Challenge MAGAt Scott Bowen for State Representative?

August 15, 2025

I hope so.

After a major loss in his school board race Scott Bowen immediately filed for State Representative. The district, House District 129, covers from Friendswood to Seabrook. During his terms on the CCISD Board Bowen was the center of controversy, bringing in his extreme right wing agenda. You can read about all of his controversies, and there are a lot, at Scott Bowen: A Threat to CCISD Education. He won reelection for a second term with less than 50% of the vote which two other candidates splitting the vote. When he ran for his third term he faced a real conservative and got his ass kicked.

HD129 is a highly gerrymandered district and whoever wins the Republican primary will probably win the general election. So will a Conservative jump in to challenge the MAGAt in the primary? As with CCISD, the constituents of HD129 deserve better and the true conservatives of the Republican Party knows Bowen is a conservative in name only. Not only does Bowen wear suits 2 sizes too small, he is awkward, has close relationships to extreme organizations, has been a lap dog to his MAGAt party, and has proven to have no useful political skills.

Look, as a Democrat I would love to see the conservatives take back their party from the chaos we currently have. Our Country needs it. Our State needs it. We can and will always disagree on some issues but we have common issues that affects everyone. Our home insurance is out of control, random irresponsible cuts to our Space program will affect our community, our electrical grid is still unstable, home prices are out of reach for many, and our businesses need legal workers. These are the issues facing us, not kissing trump’s ass, not vouchers, not made up issues like CRT and DEI.

Hopefully conservatives will challenge Bowen.

Move Over La Marque, Texas City Chaos has Arrived.

August 14, 2025

What is it with Galveston County?

The recall effort of the Mayor of Texas City has failed to garner the necessary signatures of registered voters but the controversy has just started. According to a press release from Texas City:

The Texas City Police Department is investigating multiple citizen complaints regarding potentially fraudulent activities related to the recent recall petition. TCPD has received sworn affidavits alleging forgery, including at least one confirmed instance where the name, address, and signature of a deceased person appeared among the submitted entries.

Uh-oh. After signatures of registered voters for a recall are collected they are provided to a verification team in Galveston County. Like the recall effort of La Marque City Council Member Joseph Lowry some of the entries are disqualified for not meeting the requirements for signing. A common mistake is the voter does not live in the district, or they are not a registered voter. These invalid entries are simply removed and not counted. These are considered simple mistakes and goes against the recall effort.

But whoever was on the verification team for the recall of the TC Mayor saw something bad enough to report the issues to the Police Department for further investigation. This recall effort was led by the Texas City Municipal Police Association and Mainland Tool & Supply company. Knowingly submitting false information on a recall petition is a serious issue and could result in a felony charge. Falsifying entries with dead people or with names of people who do not exist could end someone in jail.

Let’s see where this investigation goes. Meanwhile the recall effort has failed and the Mayor could face a challenger in the next election.
