
At least partially.
There was a suit, Case #24-CV-2218) filed against Council Member Joseph Lowry by a number of individuals including Council Member Kim Yancy, former Council Member Jim Ross, CJ Beard, and Walter Burt an owner of a construction company. According to documents posted to the Galveston County website Burt has settled his portion of the suit. The details have not been disclosed. The others have not settled and the Judge has set trial date of May 18.
The original petition against Lowry includes defamations, harassment, unauthorized disclosure of private facts, intentional infliction of emotional distress, and stalking. (sounds familiar?) In 2022 Lowry settled a suit against Kim Yancy. Count six of the new suit includes “Breach of Contract against Kimberley Yancy”. Lowry was sued for harassment by Council Member Yancy resulting in an agreement to refrain from threatening or harassing comments that would give rise to criminal action on social media, newspapers, and any media outlet not explicitly stated herein. Galveston County Case # 22-CV-0993. He violated that agreement.
This should be interesting to watch Lowry take the stand under oath and defend his actions. In a civil trial a defendant must take the stand to defend themself. If they decide not to then the jury can assume the allegations are true. Trial is set for May 18, 2026 in Galveston. Breakfast will be at 9:00.
