La Marque Councilman Goes on Trial

June 15, 2026 9:00AM. 24-CV-2218 | Walter Burt, Et Al vs. Joseph Lowry. 212th District Court, Grady, Patricia.

This ought to be interesting. The case against La Marque Councilman Joseph Lowry finally goes to trial on Monday June 15. Jury selection is expected in the morning and hopefully the trial will begin in the afternoon. If you are interested you can view an excerpt from Lowry’s deposition here. This trial concerns harassment, stalking, and threats made by Lowry against a number of individuals including City Councilwoman Kimberly Yancy for violating a previous settlement.

Back in 2022 Lowry was sued for harassment by Council Member Yancy resulting in an agreement to refrain from threatening or harassing comments that would give rise to criminal action on social media, newspapers, and any media outlet not explicitly stated herein. Galveston County Case # 22-CV-0993. The current suit has a number of counts with #6 is referring to Lowry’s breach of this agreement. The counts are:

  • Breach of Contract against Kimberley Yancy
  • Defamation
  • Harrassment
  • Stalking
  • Intentional Infliction of Emotional Distress:
  • Public Disclosure of Private Facts:

The violation of that agreement was discussed in Lowry’s deposition. It seems like a slam dunk to me. He agreed to the settlement(Rule 11 Agreement) and he violated it. Drinks will follow the trial.
