Before tomorrow’s city council meeting I thought I would compile this list. I will not name names except for the obvious. These are the people La Marque Councilman Joseph Lowry has harassed over the last few years. Some have filed for protective orders. Some have sued. Some are expected to do so in the near future.
- La Marque Mayor. Was sued by Lowry. Lowry lost in District Court and the Appeals court.
- La Marque City Councilwoman Kimberley Yancy. Sued Lowry for harrassment. Lowry signed an agreement to refrain from further harrassment which he violated. Galveston County Case # 22-CV-0993

- La Marque Interim City Manager. Multiple times including being warned by City Attorneys to stop making sexually harassment statements towards her.
- La Marque City Clerk (Left the office) Was sent sexually explicit items at her workplace.
- Former La Marque City Councilman James Ross. Sued Lowry for harrassment. Galveston County Case # 22-CV-0993
- Former City Manager. Lowry, along with the City and the Chief of Police, was served with a Cease and Desist order from attorneys representative Mr. Pritchett. This C&D claims he has been harassed, threats made, and has been stalked by Lowry.
- Harvey Freebird. This is becoming legendary. He is a 1st Amendment Auditor and has spoken at City Council a number of times detailing the harassment by Lowry and his wife. A lawsuit against Lowry is expected shortly. https://www.youtube.com/watch?v=Fnrf9sosPpE
- Chad MacDonald. Sued by Lowry. Galveston County Case #17-CV-0186
- Walter Burt. Burt filed suit against Lowry. It was settled. Galveston County Case # 22-CV-0993
- Martin Tomczak. Civil Case #202107817 lawsuit scheduled for trial in Harris County.
- Victim 1. Filed DBA’s in her name with the county without her knowing for reasons unknown. https://bayareahouston.net/2026/04/30/another-impersonation-concerning-la-marque-city-councilman/
- Victim 2. Filed a restraining order against him which is pending. Galveston County Case # 25-NTM03-1457
- Victim 2. Harassed his family at a restaurant. Video here.
- Victim 3 Filed a terroristic threat police report against him which ended in guns drawn at his house.
- Victim 4. Back in 2019 he had a $10,000 peace bond place on him by a Galveston County Judge.
- Victim 5. A disabled veteran. Claims Lowry wanted to “Whip my butt”. You can see the comment sections starting at 1:45:00.
- Victim 6. Threatens to take legal action against an individual for sending text messages to him. He didn’t do shit.
