More primary ugliness: Justice of the Peace, Precinct 5, Place 1

This is strange. 

At the start of the race Justice of the Peace, Precinct 5, Place 1 in the Harris County Democratic primary there were 3 candidates who entered the race per the Secretary of State website, Israel Garcia, Roel Garcia, and Eman Afshar. Shortly afterward Afshar was listed as “Rejected”, as in the Harris County Democratic Party rejected his application and refunded his fee.

Yet he remained on the ballot receiving 21% of the vote and forcing a runoff. According to a letter from the party Afshar’s application had been questioned, specifically the names on his petition submitted to the party. In the end his application was rejected and he was provided an opportunity to file a timely appeal. From the letter:

And yet….Afshar remained on the ballot, his votes counted, and we now have another expensive, time consuming runoff. Israel Garcia received 48% of the vote with his other challenger receiving 30% and Afshar receiving 21%. Clearly the winner was Israel. How do you fix this? IDK.

    Why did the party reject his application if a fifth of the Democratic electorate wanted him?
